One ticket. One course. Zero points.
The 3 points must be waived
If this is your first offense and you complete an approved course, Florida law requires it — no points touch your license.
F.S. 316.306(4)(a)The fine and court costs may be waived
That part is up to the Clerk of Court. The law says the fine and costs may be waived, not must. So we won't promise it. Your clerk can tell you what they do.
Your record stays clean of points
With the assessment of points waived, nothing from this citation adds points to your license. What your insurer does with your record is its call, not ours.
It doesn't burn a traffic school election
The WCD course does not count against your lifetime Basic Driver Improvement elections. If you ever need BDI later, it's still fully available.
Who can take this course
- You got a ticket for using a handheld wireless device (phone, tablet, or similar) while driving.
- The ticket was issued in a designated school crossing, school zone, or work zone. The citation will cite F.S. 316.306.

You're not eligible if…
- This is your second (or later) offense under F.S. 316.306. But you can likely elect the BDI course instead.
- Your ticket is a regular texting citation (F.S. 316.305), not a school or work zone handheld ticket.
- You didn't notify the court within 30 days of your citation.
Court-ordered to take a WCD course by a judge? This course satisfies that too. Unsure about your situation? Your county Clerk of Court can confirm before you enroll.

Florida's cell phone law — what's actually illegal
Florida Statute 316.306, minus the legalese. The whole rule fits on one line:
Hands-free — even in those zones
Bluetooth, voice control, and built-in vehicle systems are all fine, school and work zones included. The law is about the phone in your hand.
Work zones only count when workers are present
The ban applies only while construction workers are on the road or right next to it.
Is Florida a hands-free state? (Updated )
No — not yet. As of , Florida bans texting while driving statewide (F.S. 316.305). It also bans all handheld device use in school zones, school crossings, and active work zones (F.S. 316.306). Holding your phone on other roads is not, by itself, illegal.
Lawmakers tried to change that in 2026. Senate Bill 1152 would have banned handheld phone use statewide, but it was never heard in committee. Its House companion (HB 1241) died in the State Affairs Committee in March 2026. Expect the debate to return next session — we keep this page updated.
Questions, in the order people ask them
The Florida WCD course, answered
Does Florida have a hands-free law?
Not statewide. Texting while driving is illegal everywhere in Florida. Handheld phone use is banned in school zones, school crossings, and active work zones under F.S. 316.306. A statewide hands-free bill (SB 1152) failed in the 2026 session. Its House companion (HB 1241) died in committee in March 2026. See the current-law summary on this page — we keep it updated.
How many points is a cell phone ticket in a Florida school zone?
3 points, plus a $60 base fine and court costs that vary by county. Complete this course for a first offense, and the points must be waived. The clerk may also waive the fine and costs.
Will the Florida WCD course remove points from my license?
If it's your first offense under F.S. 316.306 and you elect the course with your Clerk of Court within 30 days — yes. Florida law says the points must be waived when you complete an approved course.
Do I still have to pay my ticket if I take the WCD course?
You'll pay the clerk's costs when you elect the course. Each county sets its own amount. The citation fine and court costs may be waived by the clerk once you complete the course. That part is the clerk's call. The law says "may", not "must", so we won't promise it.
Does the WCD course count as one of my Florida traffic school elections?
No. The WCD course does not count against your lifetime Basic Driver Improvement elections. If you need BDI for a different ticket later, it's still available.
How long is the Florida Wireless Communications Device course?
90 minutes — the state minimum and the maximum we'll take of your time. Two easy units. Start and stop whenever you like; your progress saves automatically.
What's on the final exam?
20 multiple-choice questions. You need 16 correct (80%) to pass, and retakes are free and unlimited. You can't fail your way out of this.
Can I take it on my phone?
Yes — phone, tablet, laptop, desktop. Switch devices mid-course and pick up where you left off.
What happens after I finish the WCD course?
Your certificate downloads instantly and free. You provide it to the Clerk of Court in the county where you got your ticket. The clerk then closes out the citation. We also file your completion with FLHSMV for you.
What if this is my second phone ticket in a Florida school or work zone?
A second 316.306 offense is a moving violation too, but this course can only waive the points for a first offense. You can usually elect the Basic Driver Improvement course instead and keep the points off that way.
